Mr. Colón-Franceschi holds a Bachelor of Science in Business Administration from the California State University at Long Beach (1986), and a Juris Doctor (Magna Cum Laude) from the University of Puerto Rico School of Law (1989).

Mr. Colón-Franceschi is a shareholder and director at TCM and partner in our firm’s Environmental, Energy and Land Use Law Practice Group.  Before joining TCM, Mr. Colón worked in the Environmental Law Department of Goldman, Antonetti & Córdova, and the Environmental Law Practice Group of McConnell Valdés. 

Mr. Colón-Franceschi counsels clients on numerous issues dealing with most federal and local environmental and natural resources statutory and regulatory requirements, concentrating on clean air, permitting, hazardous wastes, the Comprehensive Environmental Resource Conservation Liability Act (“CERCLA”) and clean water issues.  His work has required appearances before the U.S. Environmental Protection Agency (“EPA”), the P.R. Environmental Quality Board (“EQB”), the U.S. Army Corps of Engineers (“COE”), the Department of Natural and Environmental Resources (“DNER”), the Puerto Rico Planning Board, the Puerto Rico Aqueduct and Sewer Authority (“PRASA”), the United States District Court for the District of Puerto Rico, and the U.S. Court of Appeals for the First Circuit. 

Moreover, Mr. Colón-Franceschi’s work has included, when necessary, the filing of court actions challenging the validity of local environmental regulations on behalf of clients. In addition, he has a very active practice in permitting and compliance efforts in connection with requirements applicable to the construction of new sources under the Puerto Rico and EPA federal Standards of Performance for New Stationary Sources, the National Emission Standards for Hazardous Air Pollutants, Title V operating permit regulations and the Prevention of Significant Deterioration of air quality regulations.

Mr. Colón-Franceschi has expertise in obtaining and modifying permits for industrial facilities. In the past, he has assisted clients in obtaining air, water, wetlands, solid waste and other types of permits for new projects or modifications to existing operations in a range of industries, including cogeneration facilities, pharmaceutical plants, petroleum products distribution, natural gas projects, cement manufacturing, waste reclamation and reutilization companies and wastewater treatment plants.

Mr. Colón-Franceschi is admitted to practice law in the Commonwealth of Puerto Rico, the United States District Court for the District of Puerto Rico, and the United States Court of Appeals for the First Circuit. Mr. Colón-Franceschi is also a notary public in the Commonwealth of Puerto Rico.
